Suggestions
School
Social workers in school should pay more attention to the students who come from broken family, as the students who come from broken family may have more negative emotions and are influenced by their peers more easily. Besides, they may lack self-discipline as their parents need to work with long hours and does not have enough time to supervise them. Hence, they have a large chance to commit crime. Social workers should provide more assistance to them to prevent that from happening. Moreover, the schools should teach more knowledge about crime to the students. For example, the schools can cooperate with police to give talks to students so the students can know more about the consequences of committing crimes. In the case of this essay, the offenders actually do not know about the serious consequences of beating the victim so they do things impulsively. Before assaulting the victim, they do not know that beating others may cause death and they may be punished for life sentence. If they know more about it, these young kids will not be so cruel to the victim, or at least they might call the police to increase the victim’s chance of survival. With more promotion on such knowledge, students who witness the crime is more likely to report the crime to teachers. At last, school should pay more attention to the undisciplined students and provide more guidelines to them.

The police
The police should patrol more in remote districts and districts with high juvenile delinquent rate such as Mong Kok, Kwun Tong and Tin Shui Wai. These districts have a higher proportion of teenagers coming from broken family. Therefore, gang activities are more likely to occur in these areas. For example, many gang members always gather in the parks and bully other teenagers. Crimes involve triad violence is more likely to happen in these areas; therefore increasing police patrol can prevent teenagers from committing crimes. Besides, posters about combating crime should be posted in some estates and public areas to advocate citizens to report and stop commit crime.

Government
The government should build more recreation facilities like playgrounds, swimming pools to let teenagers have something to do in their free time and unleash their emotions because teenagers are energetic and impulsive. A community center will be a good place for teenager to join the different workshops and engage in healthy activities as well. Moreover, more social workers should be allocated to the districts that have high youth crime rate as social workers can reduce delinquency cases through helping teenagers. For example, the social workers can go to the streets to care more about the teenagers. Next, the government should put more effort on banning content containing violence in the media and prevent people under aged 18 to watch violent comics or movies because teenager is more likely to imitate and get the wrong concept from them. Besides, government should create more schemes like work training for the unemployed teenagers to let them have something meaningful to do and find out the targets they wish to achieve in their life because most of youngsters commit crimes due to boredom and frustration towards events in their life. The government should also allocate more resources to low-income districts because the low-income people may have more dissatisfaction and grievances; therefore, they have a higher chance to commit crime. Last but not least, I think that the government should install more surveillance systems in public estates. For example, the government can install more closed circuit television (CCTV) in the estates; it can deter people from committing crime and help arrest offenders more effectively.

Family
Since a high level of parental attachment can lead children less likely to involve in delinquency, the parents should spend more time to communicate with their children. For example, the parents should spend about 30 minutes to talk to their children every day. Their children can share their happiness and bitterness in school to parents, and improve their relationship through communication. On the other hand, parents should not emphasize too much on their children academic results to avoid putting pressure on them too. Parents should show their support to their children even when they do not perform well in exams. Besides, parents should pay more attention to their children to observe whether if their children have abnormal behavior or not. Also, some students may witness some crime in school, and they can report to their parent if they often communicate.
Conclusion

To sum it up, our group thinks that the reasons why Sau Mau Ping Gangs Corpse Burning Case occurred can be explained by modified differential association, social control, general strain theory and lifestyle theory. Also, our group gave suggestions on what the school, police, government and family can do in order to prevent similar case to happening in the future.
